Welcome to the 2009 IEEE Vehicular Networking & Applications Workshop, which is held in conjunction with IEEE ICC (International Conference on Communications) in Dresden, Germany. There are many important reasons to hold this workshop. The world, while facing an economic downturn at this stage, has to constantly evolve with the help of new technologies. Throughout the various countries in the world, transportation using vehicles is prevalent and widely relied upon. Car industries is a multi-billion-dollar business, and car technologies encompass the many different technical and engineering disciplines, such as electronics, sensors, mechanical, aerodynamics, materials, etc. With the presence of wireless communications, WiFi, 3G and the Internet, vehicles are gradually viewed as a moving communication node. Already, we have witnessed passengers or drivers communicating using mobile phones while commuting in their cars. The next level of communications will be for vehicles to not only transport us from one location to another, but also allow us to communicate with other people in other cars and around us. Vehicular communications and networks can enhance our driving safety while providing us with multiple communication platforms. Following the success of the previous workshop, we have further expanded our workshop agenda into a full-day event, with the inclusion of a keynote speaker and a technical panel. We had received several submissions from different parts of the world and eventually, a selected pool of papers was accepted for presentations in our workshop. We would like to thank the TPC chairs for preparing a comprehensive technical program and to the reviewers and TPC members for their efforts in providing timely review.
